{"id":5529,"date":"2021-02-19T07:35:43","date_gmt":"2021-02-19T06:35:43","guid":{"rendered":"https:\/\/voranews.al\/?p=5529"},"modified":"2021-02-19T07:35:48","modified_gmt":"2021-02-19T06:35:48","slug":"2017-2019-per-kater-kontratat-e-mirembajtjes-shpenzuan-29-mln-euro-por-gjendja-e-rrugeve-perkeqesohet","status":"publish","type":"post","link":"https:\/\/voranews.al\/?p=5529","title":{"rendered":"2017-2019, p\u00ebr kat\u00ebr kontratat e mir\u00ebmbajtjes shpenzuan 29 mln euro, por gjendja e rrug\u00ebve p\u00ebrkeq\u00ebsohet"},"content":{"rendered":"\n<p>Nga viti 2017 deri n\u00eb fund t\u00eb vitit 2020 t\u00eb kat\u00ebr konsorciumet private, q\u00eb n\u00ebp\u00ebrmjet kontratave me qeverin\u00eb shqiptare detyrohen t\u00eb mir\u00ebmbajn\u00eb rrjetin komb\u00ebtar rrugor prej 1335 kilometrash, kan\u00eb shpenzuar 3,5 miliard\u00eb lek\u00eb ose 29 milion\u00eb euro, sipas t\u00eb dh\u00ebnave nga Ministria e Financave t\u00eb azhurnuara n\u00eb list\u00ebn e shpenzimeve p\u00ebr projektet e investimeve publike shih linkun (ttps:\/\/www.financa.gov.al\/investimet-vjetore\/) dhe tabel\u00ebn n\u00eb fund.<\/p>\n\n\n\n<p>Qeveria shqiptar\u00eb me konsulenc\u00ebn e donator\u00ebve autorizoi sh\u00ebrbimin e mir\u00ebmbajtjes s\u00eb rrjetit rrugor tek kompanit\u00eb private n\u00eb vitin 2015.<\/p>\n\n\n\n<p>P\u00ebr k\u00ebt\u00eb q\u00ebllim nj\u00eb fond i p\u00ebrbashk\u00ebt prej 128, 4 milion\u00eb eurosh u vu n\u00eb dispozicion nga donator\u00ebt dhe qeveria. Banka Bot\u00ebrore kontribuoi n\u00eb k\u00ebt\u00eb projekt nj\u00eb shum\u00eb prej 62,2 milion\u00eb eurosh.<\/p>\n\n\n\n<p>Kontratat hyn\u00eb n\u00eb fuqi n\u00eb vitin 2015, por zbatimi i tyre nisi me vones\u00eb p\u00ebr shkak t\u00eb problematikave q\u00eb u shfaqen kur privatet mor\u00ebn n\u00eb dor\u00ebzim sh\u00ebrbimin. Situata n\u00eb rrug\u00eb sipas kompanive kontraktore ishte m\u00eb e r\u00ebnduar se sa ishte paraqitur nga qeveria. Procesi k\u00ebrkoi rishikim dhe tashm\u00eb afati final p\u00ebr p\u00ebrfundimin e tyre \u00ebsht\u00eb n\u00eb vitin 2021.<\/p>\n\n\n\n<p>Nga situacioni i disbursimeve buxhetore shihet se deri me tani kompanit\u00eb e mir\u00ebmbajtjes kan\u00eb marr\u00eb vet\u00ebm 1 t\u00eb pest\u00ebn e fondit total n\u00eb dispozicion. Banka Bot\u00ebrore ne web-in e saj, ne t\u00eb cilin raporton periodikisht p\u00ebr ecurin\u00eb e disbursimit raporton se deri n\u00eb fund t\u00eb vitit 2020 ishin disbursuar 49 milion\u00eb dollar\u00eb nga kredia teksa mbeten t\u00eb pasdibursuara edhe 26 milion\u00eb dollar\u00eb t\u00eb tjera.<\/p>\n\n\n\n<p><strong>Nga 2015-2019 rrug\u00ebt n\u00eb gjendje t\u00eb mir\u00eb p\u00ebrgjysmohen<\/strong><\/p>\n\n\n\n<p>N\u00eb vitin 2015, pas nj\u00eb inventari n\u00eb rrjetin Komb\u00ebtar t\u00eb Rrug\u00ebve, u vler\u00ebsuan me status n\u00eb gjendje t\u00eb mir\u00eb 1200 kilomet\u00ebr. Por nj\u00eb rikontroll tjet\u00ebr n\u00eb vitin 2019 nga Autoriteti Rrugor Shqiptar vler\u00ebsoi se, vet\u00ebm 572 kilomet\u00ebr rrug\u00eb t\u00eb Rrjetit Komb\u00ebtar n\u00eb gjendje t\u00eb mir\u00eb edhe pse tashm\u00eb kontratat e mir\u00ebmbajtjes ishin n\u00eb fuqi.<\/p>\n\n\n\n<p>Sipas auditit t\u00eb ARRSH-s\u00eb, rrug\u00ebt n\u00eb gjendje t\u00eb mir\u00eb jan\u00eb pak\u00ebsuar me 52 p\u00ebr qind ose 628 kilomet\u00ebr n\u00eb kat\u00ebr vite. Nd\u00ebrsa operator\u00ebt q\u00eb menaxhojn\u00eb kontratat e mir\u00ebmbajtjes me p\u00ebrformanc\u00eb t\u00eb mb\u00ebshtetura nga Banka Bot\u00ebrore kan\u00eb raportuar se fondi i rrug\u00ebve komb\u00ebtare n\u00eb gjendje t\u00eb mir\u00eb \u00ebsht\u00eb vet\u00ebm 810 kilomet\u00ebr.<\/p>\n\n\n\n<p>Qeveria kishte marr\u00eb angazhimin q\u00eb n\u00eb vitin 2019 fondi i rrjetit komb\u00ebtar t\u00eb rrug\u00ebve n\u00eb gjendje t\u00eb mir\u00eb t\u00eb arrite n\u00eb 1382 kilomet\u00ebr, me 182 kilomet\u00ebr m\u00eb shum\u00eb se m\u00eb 2015, mir\u00ebpo situata ka shkuar n\u00eb t\u00eb kund\u00ebrt\u00ebn. Jo vet\u00ebm q\u00eb nuk \u00ebsht\u00eb shtuar as kilomet\u00ebr e re, por p\u00ebrkundrazi \u00ebsht\u00eb shkat\u00ebrruar gjysma e rrug\u00ebve n\u00eb gjendje t\u00eb mir\u00eb.<\/p>\n\n\n\n<p>M\u00eb i d\u00ebmtuar paraqitet aksi Elbasan \u2013 Skurraj \u2013 Peshkopi, me gjat\u00ebsi 117 kilometra. T\u00eb gjitha segmentet e k\u00ebsaj rruge, q\u00eb lidh disa qytete t\u00eb Veriut, jan\u00eb n\u00eb gjendje shum\u00eb t\u00eb keqe. N\u00eb t\u00eb nj\u00ebjt\u00ebn gjendje \u00ebsht\u00eb edhe aksi tjet\u00ebr Elbasan \u2013 C\u00ebrrik \u2013 Gramsh, me gjat\u00ebsi 41 kilomet\u00ebr q\u00eb \u00ebsht\u00eb t\u00ebr\u00ebsisht n\u00eb gjendje t\u00eb mjerueshme.<\/p>\n\n\n\n<p>E d\u00ebmtuar n\u00eb gati 95% t\u00eb shtrirjes s\u00eb saj \u00ebsht\u00eb edhe rruga Pusi i Mezinit \u2013 Sarand\u00eb, me gjat\u00ebsi 121 kilomet\u00ebr, pjes\u00eb e aksit komb\u00ebtar. N\u00eb t\u00eb nj\u00ebjt\u00ebn gjendje \u00ebsht\u00eb edhe rruga e vjet\u00ebr Shkod\u00ebr \u2013 Kuk\u00ebs me gjat\u00ebsi 138 kilometra, e cila \u00ebsht\u00eb thuajse totalisht e d\u00ebmtuar.<\/p>\n\n\n\n<p>Rrjeti rrugor i Shqip\u00ebris\u00eb, p\u00ebrfshir\u00eb rrug\u00ebt interurbane kryesore, rrug\u00ebt interurbane dyt\u00ebsore dhe ato urbane p\u00ebrb\u00ebhet prej rreth 18.600 km, nga t\u00eb cilat rreth 1500 kilomet\u00ebr jan\u00eb akse komb\u00ebtar\u00eb.<\/p>\n\n\n\n<p>M\u00eb 2015 Autoriteti Rrugor Shqiptar inventarizoi rrjetin komb\u00ebtar t\u00eb rrug\u00ebve n\u00eb vend dhe inspektoi cil\u00ebsin\u00eb e tyre n\u00ebn nj\u00eb projekt t\u00eb Bank\u00ebs Bot\u00ebrore, q\u00eb ka mb\u00ebshtetur me nj\u00eb hua mir\u00ebmbajtjen e rrjetit rrugor komb\u00ebtar n\u00eb vend n\u00ebp\u00ebrmjet kat\u00ebr kontratave q\u00eb menaxhohen nga privat\u00ebt.<\/p>\n\n\n\n<p><strong>\u00c7far\u00eb synojn\u00eb kontratat<\/strong><\/p>\n\n\n\n<p>Kat\u00ebr kontratat q\u00eb administrohen nga privat\u00ebt jan\u00eb p\u00ebrgjegj\u00ebse p\u00ebr mir\u00ebmbajtjen e rreth 1335 kilomet\u00ebr rrug\u00eb, ose mesatarisht 350 km secila.<\/p>\n\n\n\n<p>Sipas kontrat\u00ebs me Autoritetin Rrugor Shqiptar t\u00eb kat\u00ebr kompanit\u00eb detyrohen t\u00eb kryejn\u00eb mir\u00ebmbajtje periodike, e cila p\u00ebrfshin p\u00ebrmir\u00ebsime dhe rehabilitim p\u00ebr t\u00eb rivendosur struktur\u00ebn e rrug\u00ebs. Mir\u00ebmbajtja gjithashtu duhet t\u00eb adresoj\u00eb kushtet e pasigurta t\u00eb rrug\u00ebs.<\/p>\n\n\n\n<p>Mir\u00ebmbajtja rutin\u00eb synon ruajtjen e aseteve t\u00eb rrug\u00ebs t\u00eb p\u00ebrcaktuara m\u00eb par\u00eb dhe q\u00eb ka t\u00eb b\u00ebj\u00eb me sigurin\u00eb dhe mir\u00ebmbajtjen gjat\u00eb dimrit.<\/p>\n\n\n\n<p>Sipas kontrat\u00ebs kompanit\u00eb duhet t\u00eb kryejn\u00eb edhe punime emergjent\u00eb p\u00ebr d\u00ebmet q\u00eb mund t\u00eb krijohen nga fatkeq\u00ebsit\u00eb natyrore ose aksidenteve.<\/p>\n\n\n\n<p>Mir\u00ebmbajtjen e rrjetit komb\u00ebtar t\u00eb rrug\u00ebve menaxhohet nga kat\u00ebr kontrata sipas t\u00eb dh\u00ebnave t\u00eb m\u00ebposhtme:<\/p>\n\n\n\n<p>Loti 1 \u2013 Kontrata A mbulon Rajonin verior dhe mbulohet nga kompania \u201cBIOLIAP A.T.E.V.E\u201d &amp; b) \u201cGECI LTD\u201d. Kosto e kontrat\u00ebs \u00ebsht\u00eb 21 milion\u00eb euro dhe mbulon mir\u00ebmbajtjen e 275 kilometrave n\u00eb rajonin Shkod\u00ebr -Kuk\u00ebs.<\/p>\n\n\n\n<p>\u2013 Loti 2 \u2013 Kontrata B mbulon Rajponin Veri -Lindje, Tiran\u00eb-Dib\u00ebr me 287 kilomet\u00ebr me vler\u00eb 19,2 milion\u00eb euro. Edhe kjo kontrat\u00eb menaxhohet nga konsorciumi \u201cBIOLIAP A.T.E.V.E\u201d &amp; b) \u201cGECI LTD\u201d.<\/p>\n\n\n\n<p>\u2013 Lot3 \u2013 Kontrata C n\u00eb nj\u00eb shum\u00eb totale prej 13,531,838 euro mbulon Qendr\u00ebn \/ Jug-Lindjen n\u00eb rajonet Fier, Elbasan dhe Kor\u00e7\u00eb me rreth 350 km.
